The story of four generations of the gypsy family Mirga is told by Belmondo, a member of the family. Belmondo is a gypsy king who decides to establish his own village and name it Shanghai after a picture his father showed him of the city when he was a child. He developes his own mafia and becomes an untouchable through smuggling and corrupting the politicians and the police. By the fall of Yugoslavia he turns into smuggling weapons which brings him lucrative wealth, but threatens his personal life. He has to chose between his family and his business ambitions.

Shanghai Gypsy is a story of longing, happiness, and greed. The story is set in times of downfall of Yugoslavia and is shot in Romani language.
